Building a Windows XP machine after its EOL
Reimage the machine with a Windows XP CD.
Install Service Pack 2 and then Service Pack 3. If you wish to change the system language, it is a good chance to do it. See below:

To maintain updates from Microsoft, you may change the system to POSReady2009. See below:

If the update KB2686509 fails to get installed, download the patch corresponding to Windows XP from the following site and install it manually.
