Change Windows XP language

From the Start Menu, select Run. Type regedit.exe and then Enter.

Locate the branch HKEY_LOCAL_MACHINE/SYSTEM/ControlSet001/Control/NIs/Language.

Change the value of the field "Default" and "InstallLanguage" to the number corresponding to the language you wish it to be.

Then you shall be able to install the service pack intended for the new language in your Windows XP machine.
