NOTE: The official scenarios in <Steam Library Folder>\steamapps\common\A-Tourism\A-Tourism_Data\StreamingAssets\ are following the same pattern.

Compatibility between the Switch and Steam versions of the saves

The scenario slots and typical save slots of the Switch version could be used by the Steam version (at least with the latest build as at Feb 20, 2022). The reverse is NOT true.

Scenarios and progressed saved with the Switch game version 1.1.3 can NO LONGER be used on Steam.

Change the UI language associated with a registered/downloaded scenario

Under scenario\, enter the scenario slot that you want to make the change.
Open the file gamedata with a binary editor such as notepad++ with HEX plugin. The first two HEX corresponds to the UI language.
00 - Japanese, 01 - English, 02 - Traditional Chinese, etc.
Update these two HEX with the code corresponding to the language that you wish.
Start the game and switch to the UI language that you wish.

Play a construction mode save with a UI language different from the original one

Inside the game, switch to the UI language that you wish.
Start the construction mode. Make a new save while you are in the construction mode gameplay. Note the save slot number.
Close the game.
Copy the content of the target save slot folder to the slot folder that you have just created.
Open the game. You will see that you could play the target save in the UI language of the new save.
However, note that any subsequent saves/scenario registration will be associated with the original UI language.

Modifying assets

Since the Steam version of the game is made with Unity, maybe you could try look for the .bundle files in the game install, explore them with relevant tools such as AssetStudio and see if you have any luck.
